Purpose

The EDI/HL7/FHIR Interface Consultant is responsible for a full range of activities that ensure the operational effectiveness and excellence of the organization. They are responsible for all planning, technical communication, documentation, and maintenance tasks associated with the implementation of healthcare interfaces including HL7, DICOM, EDI, FHIR, clinical, etc. They will perform analysis, development, validation, maintenance, monitoring, and tuning of assigned system interfaces. They will design and document workflow and make appropriate recommendations that will positively impact operational effectiveness. They will be a Project Manager and lead key projects for the client. They will ensure that multiple, active projects are making continued progress toward completion.

ORGANIZATIONAL STATUS:

This position reports to the leader of our Consulting & Advisory division and will interface with executive staff, all internal and remote employees, including current and/or prospective customer(s).

Essential Duties

Project Management

  • Works directly with the client to understand the project concept, objectives, and
  • Takes assigned project from original concept through final
  • Defines project scope and
  • Creates and maintains project schedules by developing project plans and specifications, estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project product/service lifecycle, providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
  • Conducts project
  • Meets with project team(s) regularly to review project deliverables and
  • Meets with appropriate personnel for periodic reviews of prototypes and final
  • Works closely with third-party vendors and Enterprise Information Technology staff to further the ongoing design, implementation, and support of healthcare interfaces.
  • Identifies and coordinates assignments of internal resources and external contractors to meet project
  • Works with appropriate personnel to allocate personnel time to project tasks and to track the progress of their
  • Assesses and prepares to address the operational impacts, workflow, training, issues of a project.
  • Assists clients in developing tactical and strategic products, services, and/or programs to support the business goals (financial, quality, production, customer service, operational efficiency, market share, etc.).
  • Works closely with clients and business partners to identify and maximize opportunities to use information and technology to improve products, services, and/or program business processes.
  • Reviews, analyzes, and creates detailed documentation of business systems and user needs, including workflow, program functions, and steps required to develop or modify computer programs.
  • Consults with clients to determine business, functional and technical requirements for specified
  • Analyzes data and configurations for information extraction and technical issue
  • Coordinates the development of all approved versions of business and functional specifications for specified applications. Reviews use cases and other technical documents with the Enterprise Information Technology team to ensure business requirements are adequately reflected in technical planning documents.

Quality Assurance and Testing

  • Defines, develops, and implements quality assurance practices and procedures, end-user test plans, and other QA assessments. Will work with large data sets and/or multiple, related data sets.
  • Work with the Clinical Information Technology team to conduct testing to meet project
  • Ensures that all tests are conducted and documented according to the standards agreed
  • Responsible for ensuring that all documentation accurately reflects the status of changes and outstanding issues so that business requirements reflect application features and functions.
  • Responsible for the overall success of testing, including results verification and release
  • Establishes the purpose and deliverables of the test
  • Provides resource planning, management, and resolution of issues that impede the test
  • Advocates the appropriate level of quality by the resolution of important defects, and ensures the software development process has an appropriate level of testing.
  • Coordinates groups of business personnel who test, evaluate, and validate new functions and applications, and identify issues in software or services.
  • Provides final signoff to the CSA to release code to
  • Ensures continuing operational quality by documenting bug fixes and enhancements, testing, and releasing

Training

  • Identifies training and development requirements of the Presents findings and works with the client to design and implement training and development initiatives that will continuously upgrade the skills and capabilities of personnel.

Work Experience

  • 2-year experience in HL7 framework for exchange, integration, sharing, and retrieval of electronic health
  • 2-year experience in DICOM standards for transmitting, storing, retrieving, and processing medical image
  • Experience in healthcare applications project management
    • Proven project management and leadership skills, including the ability to gather clear business
    • Proven ability to develop, document, and maintain operational policies and procedures, including designing and documenting detailed process flows, and the development of operational performance and quality metric standards and reports.
    • Proven experience working with Excel and developing and maintaining various analyses and reporting

Education

  • University degree in the field of computer science or business Equivalent work experience considered.
  • Experience working with HL7 Integration Engine and/or DICOM router
  • Experience working with or in the healthcare industry is
  • Experience with PACS, RIS, Dictation, Healthcare billing systems preferred
  • Advanced skills in Microsoft Office applications, specifically Word, Excel, Visio, and
  • Knowledge of e-mail/scheduling software
  • Experience with healthcare software applications and web-based
  • Experience with diverse data feeds such as HL7, unstructured text documents, CSV, and
